the consequence of the down voting is that it prevents more people from reading the story. The "Top stories of the last 30 days" runs down to around 92%. Any store above that gets a lot of clicks because it is displayed front and center. People have to go looking to find those under 92%. The next list is new stories, but once it's more than a couple days old the story gets shoved down and possibly off of that list. |
